As part of finding a lasting solution to incessant mobile phone theft, the Association of Mobile Communication Device Technicians of Nigeria (AMCODET) has introduced National Mobile Communication Device Unlocking Safety Permit. It’s a solution designed to reduce to barest minimum ceaseless stealing of mobile phones and also seeks public opinion on Mobile Phone International Mobile Equipment Identity (IMEI) and Owner’s Registration.
In a statement made available to Gatmash Blog, the National President of the Association, Mr. Kehinde Ige-Apara, said with the advent of Global System for Mobile Communication (GSM) in Nigeria and the importance of Information Communication Security Management, it is imperative to educate the general public on: the need for IMEI registration, unlocking safety permit against phone theft, loss of and unauthorized use of someone else’s mobile phone or other gadgets.
Emphasizing on the benefits of national mobile communication safety unlocking permit, Mr. Ige said: “Some of the advantages of National Mobile Communication Unlocking Safety Permit are: It prevents incessant stealing of mobile phones. It helps to recover a lost or stolen phone. It will put an end to illegal changing of IMEI. It helps in blacklisting a reportedly lost or stolen mobile phone. It helps in strengthening the national security platform. It helps in preserving a life time memory. It protects the user’s relevant/vital information such as mobile wallet transaction information. It provides the government with a token during change of ownership. It creates job opportunities”.
As we all know that there is no proper record on volume of mobile phones sold in Nigeria, it is thereby advisable to encourage change of ownership immediately mobile phone changes hands. According to AMCODET President, the evidence of change and proof of ownership makes a mobile phone-tracing a possible exercise. “Cloud server based mobile Phone IMEI Registration, and Phone Technicians Registration platform: Proper documentation of IMEI of all registered mobile phones will make it compulsory for mobile phones technicians to enquire from NCC IMEI Registration portal before unlocking of a locked mobile phone. The IMEI Registration portal will indicate the true identity of the owner of the phone through bio-data, and other personal information. Whosoever aspires to unlock a stolen phone would be exposed with the help of Cloud Server-Based IMEI Registration platform” he said.
According to the technician, Software Phone Technicians registration platform is a platform designed to capture the relevant information about mobile phones’ technicians to discourage malpractices (e.g. phone jail break) and to afford the Technicians the opportunity to be trained and retrained by National Communication Commission (Monitoring and Compliance Team). “Mobile Phone Certification Courses is an annual training program designed to equip the technicians on latest unlocking software, unlocking procedure and customer proper documentation etc. it will strengthening the National Security System by timely reporting of suspicious and stolen phones to the relevant government agencies”.
On the issue of Illegal changing of IMEI, Apara states: “Changing of IMEI is a criminal offence which ought not to be treated with kids gloves, the phone technicians, re-programmers has to be fully integrated by way of training into the system for effective digital security”.
Licensee Info and Criteria for Registration/Application includes bio data information of every applicant, coupled with competence and integrity test, amongst others will be the procedure to be certified as NCC Mobile phone unlockers. Only those who meet the above criteria will be issued with licenses for operations. The Mobile Phone IMEI Registration centers would be located across the 36 States and FCT Abuja in all NCC offices nationwide.
