In a document obtained by The PUNCH, Igbaekemen had on January 12, 2022, in a letter addressed to the Chairman, ICPC, Professor Bolaji Owasanoye, SAN, claimed that Saye, a former Dean of the Faculty of Social and Management Sciences who is now the Dean of Post Graduate School, has no graduate certificate in Psychology contrary to his official claim at the Police Academy.
In the same letter, the petitioner also alleged that the Registrar of the institution, Egumba, who is in charge of certificates, failed to bring Saye to book despite knowing that he presented a forged certificate to the Academy.
“I write to formally complain against one Suleiman Saye, and Mr Charles Egumba, the Registrar of the Nigeria Police Academy, Kano State on criminal conspiracy concerning the forging of a PhDPhD certificate in violation of the ICPC Act.
“Specifically, Saye claimed to have obtained a PhD in Developmental Psychology between 1991 and 1998 from the Department of Psychology, University of Ibadan,” Igbaekemen wrote.
Igbaekemen also stated that the certificates presented to the Nigeria Police Academy by Professor Saye have no relevance in the school.
“Sequel to the above, these certificates have no relevance in Nigeria Police Academy, therefore, he decided to convert a PhD in Education to a PhD in Developmental Psychology to have relevance in tacit collusion with the Registrar of the Academy.
“It is, however, unfortunate that every effort to bring this Saye to book proved unsuccessful and compromised.
“Hence, this complaint is a means to unravel the mystery behind the scene, and to serve as a deterrent to others in the academic profession.”
