The Permanent Secretary, Ministry of Defence, Dr Ibrahim Abubakar Kana, said the adoption of the strategy would boost performance in the service.
He also said the team would see to the movement of the ministry from analogue to digital, thereby making it attain a professional and technologically driven world-class institution for sustainable national development and global competitiveness.
These were contained in a statement on Friday by the spokesperson for the ministry, Victoria Agba-Attah.
The statement partly read, “The Ministry of Defence Core Performance Management Team is inaugurated as a directive from the Office of the Head of Civil Service of the Federation that will drive the process of implementing the Performance Management System.
“The purpose of setting up the committee is to galvanise the service to greater heights while transcending from analogue to digital that will bring about the attainment of a professional and technologically driven world-class institution for sustainable national development and global competitiveness.
“The committee members will also be responsible for developing the Sector Strategic Plan, developing a job description template for each cadre and Officer, assigning Supervisors to Officers, ensuring Supervisors are properly trained, and cascading their activities to the various Departments in the Ministry.”
Kana admonished the committee members to put in place appropriate Change Performance Plans, adding that the new PMS is enshrined in the New Public Service Rule.
The Director, Human Resource Management Department, Mr Hassan I Baba, said civil service is transiting from the use of the old Annual Performance Evaluation Report framework to the new Performance Management System.
He added that promotion will be based on performance and not on a quota system.
Baba stated that the PMS is a new method of evaluating staff which aligns with the Ministry’s Strategic Plans, where each staff assessment is based on a task, unlike the APER where staff assessment is done without any recourse to the job description.
