The spokesman of the Jigawa State NSCDC Command, CSC Adamu Shehu, confirmed the incident on Wednesday.
He said this followed a complaint lodged at the NSCDC State Command Headquarters by one human rights activist that a girl of about 25 years named Ummi was locked up in a room within the house for several years without being allowed to come out by her father.
Shehu said the NSCDC operatives went to the said house and rescued the girl, who looked unkempt and depressed.
He explained that the room in which she was living served as her toilet, where she urinates, and her food was served on a bare floor.
The spokesman disclosed that the officials have arrested 67-year-old Garba Musa, her biological father, and his 50-year-old wife, Aisha Abubakar, both from Takur site, Dutse Local Government Area, Jigawa State.
When quizzed as to the reason for his action, Musa narrated that his daughter was locked up because she is suffering from a mental illness.
He added that she was causing a disturbance in the neighbourhood.
CSP Adamu said the matter is under investigation.
